Vista- Backing Up, Defragmenter, Foreign language compatibility
Hello and thanks for reading my post.

I’ve just purchased a Dell Optiplex running Windows Vista Ultimate. I have
three problems which I can’t figure out.

Backing up files:
I want to backup files on an external 500GB hard drive which has more than
enough space to accommodate. Here’s what I do.

Control Panel
System and Maintenance
Backup and Restore Center
-Back up files or your entire computer
Change settings
The Backup Status and Configuration box appears. I click Change backup
settings near the bottom of the page.
+Upon clicking this, another box appears that says “windows needs your
permission to continue.” So, I click continue.
A Back Up Files box appears. I asks “Where do you want to save your backup?”
I select “New Volume (J 410.6 GB free”
Click “Next”
OS (C (System) is already selected with a grey check.
Click “Next”
Back Up Files box appears.
I click all the boxes: Pictures, Music, Videos, E-mail, Documents, TV shows,
Compressed Files, and Additional Files.
Click “Next”
Another Back Up Files box appears. It asks “How often do you want to create
a backup?” I select “Weekly, Sunday, and 7:00 PM.”
Click “Save settings and start backup”
No backup takes place. A Windows Backup box appears and says-
“File backup could not save your automatic backup settings for the following
reasons: Transaction support within the specified file system resource
manager is not started or was shutdown due to an error. (0x80071A91) Please
try again.”

First of all, I don’t even know what this message really means.

I click “OK” and try again. The same thing happens.

When I try to turn off the Automatic backup, I get a message telling me
“Windows could not disable the automatic backup job for the following reason:
Transaction support within the specified file system resource manager is not
started or was shut down due to an error. (0x80071A91)

What’s up with that? Could someone please help find a solution to this?

My next problem is with the Disk defragmenter.
This won’t even open at all. Here’s what I do:
Control Panel
System and Maintenance
Performance and Information Tools
Advanced tools (on the left side of the window)
Open Disk Defragmenter
+Upon clicking this, another box appears that says “windows needs your
permission to continue.” So, I click continue.
Absolutely nothing happens. I open task manager to look for defrag running
but there’s nothing indication a defrag is in progress. Could someone please
help find a solution to this?

Non-English software installation:
When I install Japanese software, all I get is gibberish. The installation
wizard is gibberish. The desktop icons for the installed software are
gibberish. The listings in the “start” menu are gibberish. Did I just pay
thousands of dollars for gibberish or is there a solution? If I can’t use
external devices like my scanner, printer, Sony Walkman, etc. and can’t use
the software that goes with them, then I may be looking at having to get rid
of thousands of dollars worth of equipment.

Could someone please, please help me find a solution to these problems?

For XP, you'd need a language pack for foreign language software
(particularly, Asian languages using double-byte) to be installed properly.

For Vista, it is advertised that Ultimate edition does come with several MUI
(multilingual User Interface) packs, but based on my limited knowledge, it
is different than language packs and only change the interface but not the
core.

But I certainly could be wrong.

Most likely, you'd need a language pack, and in the case of XP, it is
available ONLY to corporate customers. You may wish to contact MS for
further clarifications.

If you are living in Japan now and can read Japanese, the best bet for you
is to get the local version, because as far as I know, all Asian versions
can support Latin language software using single-byte but not vice versa.

I recommend calling Dell about the backup problem you describe. I've seen a
number of Dell customers with computers experiencing problems during Backup,
and it could be related to how the computer was imaged. The error you got is
pretty unusual, which is why I suspect a possible imaging problem.

Also, I can't explain the defrag problem either. But, defrag should run on
its own, so you don't need to run it manually.
