I'm curious, where did you obtain this information? My understanding was
that all Vista retail DVDs had both the 32 and 64-bit version on them.

No, they come on separate DVDs. Latest info is that for Ultimate, both
upgrade and full, both x86 and x64 DVDs are in the box. For other versions
only one comes in the box with info on how to send off for the other.

Since x86 is 2.6GB and x64 is 3.6GB it is pretty obvious that you cannot get
both on the same 4.2GB dvd. It would be like putting two pounds of peanuts
in a one-pound bag. They do indeed come on separate dvd's.

I've since confirmed this. But I was originally assuming a dual-layer
DVD-ROM.

But what if the two peanuts are identical? There's a lot of overlap
of the same files. It is definitely possible to fit "more" than the
specified capacity of a disc. In fact, there's been an all in one
(AIO) edition of Vista since 11/11/06. It has every edition from
Starter to Ultimate, N, x86 and x64, all on one disc. The ISO is
4,651,550,720 bytes, which fits just fine on a standard 4.7GB DVD
disc. Yes, it's an unoffical "scene" release, but Vista is mostly
useless unless you have a valid Product Key.

As to why MS didn't package it all on one disc: too confusing to
endusers. Most users aren't aware of the challenges of x64, so they
make you take an extra step to install it.
