Sure is.
Go to the shortcut for the snipping tool. Right click and go to properties.
Give it any short that is not used by the Windows operating system. I gave
it Ctrl | Alt | S.
The first time you run the tool you will be asked if you want to place a
shortcut in the Quick Launch Bar also.
