Unable to create a restore point,run sfc /scannow,uninstall 64 bits apps,install 32 b

Hi!
All of these began after un automatic upgrade that incidentally made
authentification by Microsoft impossible.
Using the last restore point,I managed to make the computer run
normally,including authentification ;but crippled by the inability to un
install certain 32 bits or uninstall certain 64 bits apps.
Solutions given on the Microsoft site 'Some Windows Vista functions may
not work, or Windows Vista may stop responding'
(http://support.microsoft.com/kb/929833) do not apply,because "sfc
/scannow" stops after performing 19% of the task.Hence "findstr /C:"[SR]
Cannot repair member file" %windir%\logs\cbs\cbs.log >sfcdetails.txt"
doesn't work and "sfcdetails.txt" is not created.

That is an update. The OP stated upgrade. Upgrade to what? An upgrade means
to go to a more advanced level of software. An update brings the software up
to current standards. For example, to go from Windows XP to Windows Vista is
an upgrade - although admittedly not in the eyes of all. To install service
pack 1 in Windows Vista is an update.
