Programs not opening

Hi

I have Vista Ultimate

this morning a new problem appeared, I cannot open operating system
programs, like UAC and Windows update.

When I click on the links a window opens for an instant then disappears.

I have Windows firewall, defender and AVG antivirus installed and running.

Any ideas on how to fix this?

System Restore to yesterday.

Start by shutting down and restarting the PC - what does that do for you?

Rebooting, hard or soft makes no difference.

I am having a similar issue, but with only one MS Vista program: the WSR
Macros download; it however does just what you describe, and additionally
there's a small beep.
