Windows Update ErrorCode: 1

I'm using Windows Vista Ultimate.
And I got some language packs form Windows Update.
I have already installed some language packs,
but when I want to install some more, it failed.
Windows Update show me ErrorCode 1
I have no idea about it
What is this ErrorCode about?
And how can I deal with it?

It's likely that one of the Update services is not started. Automatic
Update, and others.
Click the Start Orb, and type:
services.msc
