Emails in task scheduler

i am trying to email (with attachment) through the task scheduler
i run it manually and get an error

i am using smtp server: outgoing.verizon.net

event id 202
operational code 6684672
additional data: error value: 2147746317.

does anybody what this error is?

where can one find a description of the operational codes and errors?

is there anything else that needs to be stup?
