Start - MSCONFIG - Right Click on msconfig.exe
Boot Tab - Advanced Oprtions - Number of Processors
set at the MAX it shows. OK and APPLY your way out.
Reboot.
Of course there still could be a hog loading at startup.
After Boot look in Task Manager to see what loaded.
