Vista Classic Start Menu
I am trying to set-up my Vista Classic Start Menu without much luck.
Perhaps someone can give me a clue as to what I am doing wrong. I am
running on a new Dell XPS420 with Vista Home Premium.

Here is the problem:
I loaded MS Office which created a folder directory under Programs called
Microsoft Office Tools (Start/Programs/Microsoft Office Tools). I may have
created this sub-directory and placed all the MS Office tools into this
directory. I can not remember. I then loaded MS Project which created a
folder directory under Programs called Microsoft Office
(Start/Programs/Microsoft Office). Within the Microsoft Office folder I
have two items, one being the Microsoft Project 2007 and the other being a
folder called Microsoft Office Tools. The tools in the Microsoft Office
Tools (Start/Programs/Microsoft Office/Microsoft Office Tools) folder are
identical to those in the Microsoft Office Tools folder
(Start/Programs/Microsoft Office Tools). I want to merge these folders on
my start menu so that Microsoft Project is listed with all the other
Microsoft Office Tools. Easier said than done.

This is what I have tried with no success:
1. I tried moving these tools directly on the Classic Start Button Menu by
dragging the Microsoft Office (Start/Programs/Microsoft Office) menu item
directly to the Microsoft Office Tool (Start/Programs/Microsoft Office
Tools) menu location. I was denied access to the destination folder, the
new location in the Microsoft Office Tool (Start/Programs/Microsoft Office
Tools) menu location. I have administrative previledges.

2. I then tried to move the same item from the Start Button/Setting/Taskbar
and Start Menu option. Selecting the Start Menu tab/Classic Start
Menu/Customize/Advanced. This does not work because only the Microsoft
Office Tools menu item shows up under Start Menu/Programs.

3. I also tried this same technic outlined in item 2 above using the control
menu Taskbar and Start Menu thinking this would control of all the user
environments and menus. No such luck.

4. Finally I located the folder with the definitions of the start menu I was
seeing. This was located at C:\ProgramData\Microsoft\Windows\Start
Menu\Programs. I tried to move the items here as well and once again was
denied access. It said I had to have administration previledges. I do have
admin on this machine.

I can not figure out what the problem is. I have noticed that the files I
am trying to move to only have read access. This maybe part of the answer.
However, when I look at the properties for this folder it does say read
only, but the security tab Administrator has Full Control. I am system
admin why cann't I move the folders where I want them?

Here is what the start menu looks like:
Programs
- Accessories
- Microsoft Office
- - Microsoft Office Project 2007
- - Microsoft Office Tools
- - - Digital Certificate for VBA Projects
- - - Microsoft Clip Organizer
- - - etc.- Microsoft Office Tools
- - Microsoft Office Tools
- - - Digital Certificate for VBA Projects
- - - Microsoft Clip Organizer
- - - etc.
- - Microsoft Office Access 2007
- - Microsoft Office Excel 2007
- - etc.
- etc.
