MS - Pop up Blocker

I had to go to an XP machine because my Vista machine won't allow me to post
a message here. Pop up blocker is off on my Vista machine, but I still can't
open anything from the internet that requires a pop up, like this one to ask
a question.

Vista has been frustrating
