Vista Ultimate Language Packs
I recently installed a few language packs downloaded from MS using
Windows Update utility.

After taking hours to accomplish this relatively simple task, I have no
idea where these were installed or how to access them. Anyone have a
clue of this?

you must go to the language options in the control panel

Assuming you installed and not just downloaded then somewhere.
Open Control Panel.
"Clock , Language and Region"
Click "Change display language"
Choose a display language from the drop down menu and click OK.

If you downloaded and not install, you will need to find them at the
location of download.
Start looking in your Documents folder.
