Unable to Access Control Panel

When I click on the CP shortcut, it briefly flashes on the screen and then
disappears. The same thing happens with the games that came with Vista
(except Inkball). Everything was fine yesterday and I have not made any
changes.

If anyone knows a solution to this problem please let me know.

Does the following KB article describe your situation re: Nero InCD?

Icons are missing from Control Panel, or you cannot start Control Panel, the
Welcome Center, or games in Windows Vista:

If the above KB article is appropriate to your situation, you can apply for
