Disable/Uninstall AppBar Bullet. Not Obvious

I know not how this app got into my system but I don't like it or want it and
I'm puzzled as to where it lives in my Pc to get rid of it. I do not like 3rd
party apps interfering with basic functions like preventing me from shutting
down my Pc. Done all the obvious (task manager, start,services, close windows
sidebar pre-exit etc etc)

I know someone out there can tell me how to rid myself of this pest...please.

Go Start/Control Panel/ Programs and Features. Find it in the list and
delete it.
