HELP with "Easy Transfer"

I am desparate. Three attempts at moving files, settings, pst files, etc.
from XP laptop to Vista PC have failed. It does seem that data is
transferred, but it is not applied in the new system. No internet settings,
no Outlook data files, no nothing!

I would like answers or at least advice on who to call - Microsoft (Vista),
Dell(PC), or Belkin (cable and software)? Help - day 4 with no progress!
