Double-click Explore

How do I change the default behavior of the double-click option on My
Computer from Open to Explore.

In Windows XP in was under Tools, Folder Options, File Types, n/a Folder.
Highlight Explore and set as default.

Right-clicking a folder and selecting "Open" explores the folder in a new window. "Explore" being the default option, explores the folder in the same window. That's the only difference I can find between "Open" and "Explore" options. Both these options open a drive or folder in the two pane view.
