Is it "Safe to delete AppData\Roaming?" No, absolutely not.
Is it safe to delete specific files under
"AppData\Roaming\Adobe\FileBrowser\PhotoshopCS "? Possibly, it depends
on what the files contain and whether or not you need that data.
I'd suggest finding out from Adobe (or similar user forums) whether
these files are needed or not, and if not, why Photoshop isn't
maintaining it's own data directory.
