Cant delete some files. non system

so here is the problem, usually when dl a file from the web windows create a sub file its usually called .PART something like this, so i was downloadin some songs and then the .part file got stuck there and now when ever i try to delete it, windows says : see pic. So i hope someone will offer an answer and thx in advance.
