Can't open files on CD

I am new to VISTA home basic edition. I am trying to open picture files I
have saved to CD-R. I was using XP when I saved them to CD and I cannot
figure out how to get the pictures to open on my new computer with VISTA. I
am trying to open them both in the WINDOWS photo program as well as PICASA.

You may need to change file permissions, if you can copy them to the hard
drive do that, then select all the files (Ctrl+A). right click and select
Properties, then uncheck the option read-only if it is ticked untick it
