Cannot Create New Folder

I can no longer create folders!
This right-click conext menu option is gone from Explorer, and Explorer
windows which have a "New Folder" button embedded (such as my browser's
"download" dialogue) don't work either!

I have turned User Account Control on and off (am "administrator" and only
user)
.... nothing works.

Please help!

Are all the right-click New items gone, or just the Folder option?

Did you get this fixed. i am having same problem. the only choice i have is
New Briefcase.

All the right-click New items are still there (New: contact, txt documents
etc) Only New Folder is gone! (and of course doesn't work through any other
means)

I've had to copy a blank folder over-and-over-and-over everytime I need new
folders LOL!
