The 'Open each folder in it's own window' option only seems to work when the
Navigation pane is not displayed. Vista is different from XP in that the
default verb for folders, 'Open'(no Navigation pane) vs.
'Explore'(Navigation pane displayed), is dynamic and based on the current
state of the Explorer window.
In an Explorer window where the Navigation pane is displayed, you can open a
folder in a new window by right-clicking the folder & selecting 'Open'
rather than the default 'Explore'
