Files disappear from Downloads Folder

Interesting...

When I download files from the internet into my <HOME>/Downloads folder they
don't show up inside Explorer. I have tried using the command prompt but
don't see them. However, they do show up occassionally using a File...Open
command and the browser java applet plugin can find them so they are inside
the folder just hidden in some strange form.

Any suggestions on how to retrieve them?
