creating files in the system directory

Is it possible for a user (the administrator) to delete or overwrite files
in the \windows and \windows\system32 directories? I want to copy
winhlp32.exe
from XP over the stub that Microsoft thoughtfully provided so that we cannot
look at old .hlp files on Vista. Every attempt I make is refused... what is
the secret to allow people to control their own machines?

You shouldn't really need to do this. The old format help files should have
a *.chm file in the same folder. These will open anywhere and display the
help file without the need for winhlp32.

I don't understand this statement - if an old application supplies its help
in a .hlp
file, why do you think there will be a .chm file shipped along with it? Or
are you
saying that Vista somehow converts .hlp files to .chm? If that is so, why
when I try
to view old help files, do I get a help box from Vista telling my why I
can't view .hlp
files?

How about copying winhlp32.exe into the same directory as the
badly-behaved application?
