Error Msg: Could not connect to Group Policy Client service

I just bought a new laptop with Vista Business. I am the administrator and
have made some user accounts. Although when entering a user account I get a
msg saying:

Windows could not connect to the Group Policy Client service. Please consult
your system administrator.

I don;t know how to fix this problem and would be very grateful for some
help. Thank you.
