If you are using the Home Basic or Home Premium version of Vista, these 2
versions do have the GPEdit.msc or SecPol.msc utilities.
If you are in an office, network environment, it may also be that the system
administrator has disabled these programs.
If you are using a standalone system and are logged on with an Administrator
account, you can disable UAC in Control Panel/User Accounts or using the
Msconfig component.
