I cant create a new user in Windows Vista Home Premium?

I just got a new Gateway computer with Windows Vista Home Premium installed.
I am trying to create a new user, but I cant (nothing happens if I click the
new user button).

Is this a limitation of this Windows Vista version?

I'm having the same problem. Besides that, when i try to turn off UAC (which
seems to be on), it is not checked. When I check it and uncheck it and say
ok, it is still on. In other words, no matter what I do, I am unable to turn
off UAC.

I am having the same problem and have not yet found a solution to the
user account issue. However I did figure out how to fix the UAC still
being on when it is not checked.

Search HKLM part of your regestry for "EnableLUA". When you find this
key change the value from"1" to "0". Then reboot and the problem will be
fixed.

Now if anyone can tell me how to create a user I would be grateful.

One other thing. You still can not create a user account even with UAC
off.

1.Make sure in *services.msc* these services set correct and started:

*Remote Procedure Call* AUTO
*DCOM Server Process Launcher* AUTO
*User Profile Service* AUTO
*Application Information* MANUAL

If anyoneone not started fix it and check in event viewer
(*eventvwr.msc*) all errors messages if concern these services

2.It could be caused by some protected software:non-system
firewall,antivirus,antimalware - uninstall all of them
