It's called User Account Control and applies to all accounts except the
actual Administrator one. It is a safeguard and gives you the second
chance to stop doing something or stop something from happening that you
might regret. It's advisable to keep it in place.
However you can disable UAC. Just go to Start/Help & Support. Type in
"disable uac" (minus the "") the first item in the list that pops up is what
you want. You have to be signed in as an Administrative level account to
turn it off.
You turn UAC off at your own risk entirely.
