cannot create new user account

microsoft.public.windows.vista.administration accounts passwords

cannot create new user account

In control panel I am trying to create a new user account. When I click on
"Add remove user accounts" nothing happens. I have a new Vista laptop,
currently only have the administrator account, which is what I am in to try
to do this....
