Selective Startup for a user account

Hi, I want to setup a new account in my windows Vista Home Premium for
burning DVD and Cd's.

I have setup an account, but would like to know I can customize that
account, so that certain items don't load in the taskbar, to aid my DVD and
CD Burning.
