I'll assume you are not trying to rename OS-related folders (like "Windows"
or "System32", etc.) ;-)
Try this:
Open Control Panel and double-click on "User Accounts". There you should see
a link called "Turn User Account Control on and off". Click on that link and
follow the resulting directions.
