Can't open items in control panel

I am currently unable to open some items in Control Panel, such as User
Accounts and Power Options. When I click on the item, a window appears
briefly and then closes.

I had this problem in one of the earlier beta versions, I solved this when I
found out my radeon X700 was dieng. Took it out and put in an older card i
had which was still good (but slower lol).

Best suggestion is if you have installed a newer driver roll it back to the
windows shipped driver, or if you have access to a second graphics card swap
it over and see what hapens
