Cant delete files/folders

i'm the only user of this laptop,that means i am using admin account.
i have a problem with certain files that cant be deleted although i try
to delete it by using standalone program such as File Shredder.
here is the screen shot about the error i'm facing with.

You really don't have enough permissions to do that or file is used.

Check permissions for this shortcut

or use LockHunter 'LockHunter is a free 64/32 bit tool to delete files
blocked by any processes' (http://lockhunter.com/)
to remove this file
