User Accounts Links not responding

I am using Vista Home Premium 32bit. I currently have only one account
set up as an administrator. I want to create another account on my
system however when I select any of the links "Change your account
name", "Change your account type", Manage another account" or "Turn User
Account Control on or off" nothing happens. I do not get prompted to do
anything I just hear the "Click" sound from my speakers, but nothing
happens. I am able to change and remove my password and change my
picture but nothing else happens.

I have searched for a similar problem but I cannot find anyone who
experienced this same problem. Any help would be appreciated.
