"Messed it up badly..." is a generic phrase which doesn't tell us exactly
what was done to this laptop. Is there an administrator account in User
Accounts? Is administrator account password protected? Can programs be Run As
Administrator? Exactly what damage to the Vista OS has been done? Perhaps big
brother should have a sit down with little brother and get some answers.
Maybe little brother should buy big brother a new Vista recovery disc from
OEM.
