Administrator policies that need to change

when i try to uninstall a certain program i gave system adminstrative
control to before when i didnt know what i was doing a window pops up
and says that the adminstrator set policies to not allow the
installation or uninstallation of the program i tried many different
ways and in doing so deleted all the files but the program is still on
my computer can anyone tell me if its possible to still get rid of the
program and if so how?
