Change permission is C:/windows

I need permission is C:/windows (the entire windows folder) So that i
can remove notepad.exe and put in notepad++.exe

It also needs to be done inside the /windows/system32 folder thats why
i need permission to the entire windows folder.

You do not need to do this. Just place your new exe wherever you have
sufficient permissions to (such as Program Files) and then just replace the
shortcuts to Notepad with ones to your new exe. You can then also update
the file associations such that .txt will be opened by default by your new
editor.
You should not attempt to circumvent the permissions on the system folders
as this is there for your (and the operating systems) protection. Just put
your program where it should be and fix up shortcuts, links and associations
(frankly any properly written application should be able to do this for
you - making all of this manual work redundant)
