Permissions

I have just installed Vista home premium and have the following problem. When
I resize a photo and then go to save it I get the following message.
C:\Windows\Web\Wallpaper
You do not have permission to save in this location. Contact the
administrator to obtain permission.
Would you like to save in the Brian folder instead.
Once I save the photo in the Brian folder I can then move move the photo
to the wallpaper folder without any problem!!!!
I am the only person who uses the computer and I have only the one user
account which is the administrator account.
Any help would be appreciated.
