windows xp and administrator options - restrictions- no control pa

please help!!!!! i have windows xp and for some reason, i cannot seem to find
or even access my control panel. i have searched everywhere for help! can
someone please help me - i need to remove/add programs, and change user

Hi there. Try this:
Click Start > Run and type appwiz.cpl then click ok. It should pull up
add/remove programs for you.
For user accounts try nusrmgr.cpl. Hope this helps.\
