I think they are talking about the passwords that Internet Explorer saves for
you (aka "Do you want internet explorer to remember this password for you so
that you don't have to enter it each times you visit this site?").

As far as I know there are not ways to view these saved passwords without
the use of an external program, and even then I'm not sure it's possible with
Windows Vista.
