programs and updates always crashes when I activate it

programs and updates always crashes when I activate it, i am running win
vista ultimate with intel high-end mobo, 6600 proc, nvidia geforce 8800 gts
w/ latest drivers and update patches. I have tried every fix recommended on
windows support and on the nvidia site, hotfixes, etc. I am at a loss. I
cannot uninstall programs.
