I keep getting error code 646 when I try to install the latest update for
office 07, why and what is the issue?

The 646 error is *usually* resolved by manually downloading, saving, and
then manually installing the problematic updates.
Search for the KB numbers at these locations and ensure that the
architecture of the updates matches your system's. IOW, 32 bit updates
(x86) for 32 bit systems; 64 bit updates (x64) for 64 bit systems.

Once the download(s) are completed close *all* open programs and
browsers prior to installing the update(s).
