In most cases when the Automatic Update service is not staying on there
is either interference from security software or there's malware present
that wants it Disabled.
To rule out malware as the cause, scan the system with Malwarebytes
Anti-malware (MBAM):

Click the " Download free version " button.
*Save* mbam-setup.exe
Once the download completes close *all* open browsers and programs.
Now run mbam-setup.exe and allow it to update during it's installation.
Once the installation completes, MBAM should open. If not, open it.
Be sure the Quick scan option is marked and then click the Scan button.
When the scan completes, click the Show results button.
Ensure anything detected is checked and then click the Remove selected
button.
Restart the system if requested to.
IF anything was detected please post the results in the MBAM scan log
along with the *** last 50 or so lines *** of the WindowsUpdate.log in
your post to the Windows Update NG.
If you can't locate the MBAM log you can access it by opening MBAM and
click the Logs tab.
