move mailboxes from on exchange to another exchange in new domain

I have 2 clustered exchange 2003 with IP Addresses started with 192.168.x.x
I have new domain now, and I want to merge all mailboxes to new clustered
exchange 2003 servers which IP Addresses started with 172.20.0.x

I am planning to use EXMERGE tool to do that.
is that correct?


after that, I will upgrade to exchange 2007 server with cluster.
how I can do this
