Nobody has replied to this yet? Surprising....
Your security settings in your registry are jacked up.
in
HKLM\System\CurrentControlSet\Services\EventLog\Se curity
Make sure that the Administrators Group has full control of the Security
tree and all subkeys.
Should fix your problem.
