Windows Installer 4.5 on the Update Catalog?

Would it be possible to at least get Windows Installer 4.5 put out on the
Update Catalog? There are now at least two separate MS KB articles
suggesting Windows Installer 4.5 as a fix for failed software installations.
KB955147 and KB957217.
