800704DD ERROR_NOT_LOGGED_ON
The operation being requested was not performed because the user has not
logged on to the network. The specified service does not exist;
This error could occur if the installation is initiated with "Run As"
command.
The browser being used is IE, correct ?
Some 'thing' is interfering with the connection to the MU Catalog site.
Suspect it is security software that is creating the interference.
Go over the installed sec software settings and logs to see if it is
blocking or has blocked, the installation of the ActiveX component
needed to connect with MUC; same for popup, script, and cookie blockers.
If no joy, then contact Microsoft Update Catalog Support
