credssp.dll

I am receiving the following message when i start explorer. does anyone know
how to fix this. I close the message and explorer starts without a problem.

C:\Windows\system32\credssp.dll is either not designed to run on Windows or
it contains an error. Try installing the program again using the original
installation media or contact your system administrator or the software
vendor for support

More and more people are getting this error and yet no one has come up with an answer.
As far as I can tell the file deals with internet security protocol and is called the first time an app needs to access the network.

Searching the web only turns up this post and one or two others of people having this problem, and adverts for LOTS of regestry cleaner vendors. How a regclean can fix a corrupt DLL is anyone's guess but its a sneaky marketing tactic.
