Error 8DDD0023 when downloading from catalog

When I try download anything from the Update Catalog I add it to the basket,
go to the basket and select download, the window pops up then the download
fails. When I click on the failed button it says I had an error 8DDD0023.
Can anybody tell me what this error means? I'm running on XP SP2 behind our
corporate proxy and firewall.
