Move the IE8 Favorite Icon Bar on Win XP Pro

First disable the menu bar and enable the command bar.
Then, edit the registry as follows:
Go to
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\CommandBar.
Modify the FavBandRow Value data to read 2.
Modify the ToolBarRow Value data to read 2.
DONE!!!

The bar that has the orange star on the far left. The bar that can't be moved up. The bar with one icon that is in the shape of a star. The bar that is wasting space. Foul language abbreviations are not necessary. Please try to act a little more intelligent.
