xp home sp3. ie8 with 1 addon (IMM toolbar)
I
I get this error message when opening new tab. (I have reinstalled using the
reset in internet options):-
Message: Element not found.

Line: 144
Char: 1
Code: 0
URI: res://ieframe.dll/tabswelcome.htm

Maybe unrelated--sometimes on closing ie8, the frame slowly rolls down the
monitor display.
Help please.

1. Does the behavior persist if you start IE in No Add-ons mode?

What third-party firewall (if any)? Were any of these applications running

machine (e.g., a free-trial version that came preinstalled when you bought
it)?
