That would be the 'Online support' command button/Help menu item.
To access your local IE Help files choose the Help>Internet Explorer Help
menu. (F1 shortcut key)
To access the default online help service provider (in the case of home
users this is Windows Help and Support Center, but it is configurable)
choose the Help>Online Support menu.

Which will take you directly to the Forum for Internet Explorer consumer
support.
However, this Newsgroup is where you'll get the best advice and help (most
of the time).
Right click on your IE Toolbar and select Customize>Show all text labels and
you will see that the 'Help' command bar button is actually for 'Online
Support'
